Oniichan said An-nin doesn't talk people language. He totally talks. Everybody saw him nano da.

So! Bu-ling is having a very serious poll!

Does An-nin talk?

(Rou figured out that Bu-ling talks to monkeys. She didn't know beforehand because she just thought An-nin could talk like Chi does. She thinks this is incredibly awesome, but has decided to try and make absolutely sure that it is true. Just because, if it is, it would be even more awesome.)

I must assume that you refer to the monkey that follows you. He does indeed "talk", but not in a language that you would be likely to understand. Many animal species that are not anthropoid in physiognomy communicate in a complex manner. If you choose to consider it in this light, then yes, your simian companion can talk, dear.
